SCHOOL PROPOSAL

NON-HOMESTEAD MILLAGE PROPOSAL

This proposal would restore the authorization for the School District of the City of Detroit to levy mills previously levied for general operating purposes on non-homestead property (business, industrial, and commercial property and rental homes) which would allow the School District to receive revenues at the full foundation allowance permitted by state law. This authorization would not apply to principle residences (owner-occupied homes) in the School District.
 
Shall the limitation on the amount of taxes which may be imposed on taxable non-homestead property in the School District of the City of Detroit, County of Wayne, Michigan be increased 18.00 mills ($18.00 per $1,000 of taxable value) for (8) years, the years 2005 to 2012, inclusive, to provide funds for operating expenses of the School District of the City of Detroit?  If approved, this millage would raise and estimated $95,000,000.00 for the District in 2005.
